Farmers have criticised Defra for not giving enough guidance on how new environmental obligations under the Common Agricultural Policy will be implemented.

The guidance - published this week - includes advice on new CAP ‘greening’ rules. These include a requirement to set aside 5% of land as an ecological focus area (EFA) which cannot be used for farming.

NFU president Meurig Raymond said he was disappointed with “the lack of detail” in Defra’s guidance, particularly over how hedges, which are part of EFAs, are measured. “This means farmers still have a challenge in knowing what the rules are,” he said.
