Although the code of trading practice has been imposed by the secretary of state for trade and industry Patricia Hewitt, many in the industry believe the issue is far from closed. Safeway director of communications Kevin Hawkins said: "The Commission into the Future of Farming and Food heard evidence about the limitations of the code and I would be amazed if there is nothing in its report about it.
