Germany's Cartel Office has decided that Wal-Mart, Aldi, Lidl, Real and Plus are not guilty of selling food items at a loss (The Grocer, July 1, p11). The Cartel Office says it has abandoned its investigation. But it is trying to produce a more exact definition of "selling below cost". The practice is outlawed in Germany but virtually impossible to prove because of the complexities of rebate deals between retailers and suppliers. {{NEWS }}
