Brussels has delayed its proposals for the long-term recovery of cod and hake stocks.
Originally scheduled for last month, the proposals will not be ready until April, when the consultation process is complete.
A commission report states: "The situation of the stocks is now so alarming, the measures proposed in the recovery plan are no longer sufficient."
The concept of effort control' will be central to the new proposals. Cod and hake are caught along with other species and without effort control, fishing continues until the total allowable catches for the species caught along with them have also been reached.
