Calls for a review of Seafish’s levy rates are welcome but overdue. I had been recording anchovies on my ‘pelagic fish’ levy form and was surprised to be told by Seafish this was a mistake. Anchovies are pelagic fish: so when is a pelagic fish not a pelagic fish?
I wrote to Seafish seeking clarification about this. Their answer is that it is only pelagic if it is one of six species specified in a 1996 Statutory Instrument none of which is the anchovy. The review called for should explain the rationale behind the different levy rates.
Perhaps the specification was written without consideration of species that, in 1996, represented an insignificant proportion of the relevant market the specifications should demonstrate their relevance today.
