The new Press Distribution Charter has been branded a "curate's egg" by the National Federation of Retail Newsagents.

The charter launched this week by the Press Distribution Forum, which has no retail associations as members sets out the standards newsagents should expect from wholesalers and publishers.

A Press Distribution Review Panel has also been set up to deal with complaints.

But the NFRN warned the standards in the charter, worded as 'best practice' rather than 'mandatory actions', would be difficult to enforce.
