The Office of Fair Trading failed to receive comments from the major supermarket chains on the first draft of its code of conduct for food retailers. The chains had been expected to reply by November 6. One executive said: "We are still commenting internally. We have yet to establish how much scope there is for negotiation. The OFT made it clear this was a first draft. We will respond in the next week or so." The big issue for retailers is how far the code will restrict flexibility  by outlawing payments for gondola end promotions, for example. But the OFT insisted this week that it was still on track to deliver a progress report to the government in January. And it said the code would be ready to put to suppliers for comment by then, as well. {{NEWS }}
