Planning minister Greg Clark is hoping to jump-start struggling high streets by slashing the red tape that covers changing the use of vacant shops.
Clark wants to make it easier for businesses to occupy empty retail space, and is also planning a review on deregulating the used class orders system.
"Empty properties are a waste of a valuable social and economic resource," he said. Clark's comments came in the week Thorntons announced plans to close 180 stores.
