The Competition Commission may be wrong when it says the lack of a quantitative needs test in Scotland has not led to more newly built supermarkets north of the border, according to the Scottish Grocers' Federation.

In a letter to the inquiry team, SGF chief executive John Drummond said: "Scotland is currently the main battleground between the multiples with a rash of developments.

"It may be Scotland is the preferred marketplace due to the lack of a meaningful needs test. The Commission should seek evidence from the multiples regarding their plans in Scotland, in particular planning applications awaiting approval."
