Costco is urging its members at St-Jérôme, Quebec, to sign a petition against an obligatory three cents per litre surcharge on the price of fuel. Pierre Riel, Costco's senior vice president for Eastern Canada, said: "This surcharge penalises all St-Jérôme consumers, be they Costco members or not, as all gas stations in St-Jérôme will be forced to increase the sale price of a litre of gasoline. Although this regulation was initially intended to protect consumers against price wars, it is out of touch with actual market conditions and penalises Quebec consumers." Each week, the Régie de l'énergie du Québec sets the minimum retail price of fuel, taking into account the price of crude, transportation costs and taxes.
