
Defra’s director of circular economy Emma Bourne is set to leave the department to help lead the government’s work on its EU reset.
Bourne, who has held the role for the past three years, will start as director general for EU Reset and Trade next month.
Writing on her LinkedIn account, she said it had been “a privilege” to work with Defra, where she has been a key figure during a frantic period including a number of govenment and ministerial changes and landmark legislation including the deposit return scheme and extended producer responsibility.
“It has been a privilege over the past three years leading the circular economy team in the Department for Environment, Food and Rural Affairs,” she said.
“We have achieved so much progress together and I know the team will go from strength to strength.”
Prior to becoming director of circular economy in February 2025 she served as director of resources and waste and before that as director of Northern Ireland at Defra.
She was awarded an OBE in 2019 for services to public administration in recognition of her contribution to government.
